Jalapa, Ver., 26 de julio (apro).- El director del Movimiento de Apoyo a Niños Trabajadores de la Calle AC (Matraca), Octavio Hernández Lara, denunció ante la Fiscalía Especializada contra Delitos de Servidores Públicos y la Comisión Estatal de Derechos Humanos (CEDH), los abusos de agentes policiacos contra menores de edad en situación de calle.

Jalapa, Veracruz, 26 of July (apro). -  The director of the Movement of Support to Working Street Children, Inc. (Matraca), Octavio Hernández Lara, denounced the abuses of police agents against minors on the street before the Office of the Special Public Prosecutor against Crimes of Public Servants and the State Commission of Human Rights (CEDH).

Desde hace un par de meses, señaló Lara Hernández ante el visitador auxiliar de la CEDH, Víctor Ruiz Hernández, alrededor de nueve niños y adolescentes que participan en los programas de apoyo de Matraca, no sólo han sido agredidos y amenazados sistemáticamente por elementos de Seguridad Pública, "sino golpeados con una varilla".

A couple of months ago, indicated Lara Hernández before the auxiliary visitor of the CEDH, Víctor Ruiz Hernández, around nine children and adolescents who participate in the Matraca support programs, were not only attacked and threatened systematically by members of Public Security, "but struck with a rod".

Incluso "el sábado anterior, por la fuerza, les cortaron el cabello; prácticamente los trasquilaron por el simple hecho de traer el pelo largo", refirió.

Just "the previous Saturday, by force, they cut their hair,  practically shaving their heads for the simple fact of having long hair," he declared.

El director de Matraca mencionó --ante el agente segundo del Ministerio Público, Mario Ramírez-- que el médico forense que revisó a los jóvenes, reportó que éstos "presentaron lesiones en manos y cuerpo por los varillazos".

The director of Matraca mentioned -- before the second agent of the Public Ministry, Mario Ramírez -- that the forensic doctor who reviewed the young people reported that they "presented with injuries in hands and body caused by the rods."

Uno de los principales responsables de este tipo de agresiones, refirió, es el coordinador de Patrullas de la Policía Intermunicipal Jalapa-Banderilla, de apellido Nava, "quien haciendo alarde de su autoridad, ha abusado en contra de los menores de edad que se encuentran viviendo en la calle, a quienes ha golpeado, lesionado y mantiene bajo amenaza".

One of the main ones responsible for this type of aggression, he declared, is the coordinator of Patrols of the Jalapa-Banderilla Intercity Police, last name Nava, "who, boasting of his authority, has abused the minors who are living in the street, whom he has struck, injured and keeps under threat."

"Desgraciadamente es una forma con la que las autoridades responsables pretenden solucionar la pobreza y la marginación", ya que hasta este momento "nosotros no hemos tenido información de que la policía abuse de los niños ricos que viven en Las Animas, donde sabemos que también existen problemas de drogadicción".

"Unfortunately this is a style with which the responsible authorities try to solve poverty and marginalization", since so far "we have not had information that the police abuse the rich children who live in Las Animas, where we know that drug addiction problems also exist".

En tanto, uno de los jóvenes, Carlos, de 15 años, acusó: "Ese señor Nava, cuando me encuentra, me pega y me corta el pelo; siempre nos agarra en la calle y nos dice 'vengan aquí', y luego nos lleva a un baldío para pegarnos; nos da de varazos".

Carlos, one of the young people 15 years old, accuses:  "That Mr. Nava, when he finds me, beats me and he cuts my hair; he always grabs us in the street and says to us 'Come here,' and soon he takes us to a deserted area to beat us; he gives us the rod".

"La neta, quiero que lo refundan en la cárcel", señaló Roberto. "No queremos que nos siga golpeando, y la verdad vengo a denunciar al mismo policía, porque aunque no llevemos droga, nos pega. Nos ordena que vayamos abajo del monumento a La Madre, ahí por donde está una finca, y nos golpea sin que llevemos nada".

"I really want him to go to jail", indicated Roberto.  "We do not want him to keep hitting us, and I come to speak the truth, to denounce the same policeman, because although we do not take drugs, he beats us.  He orders us to go under the monument to the Mother, because it's a hidden place, and he strikes us without us taking anything."

--¿Pero por qué van a ese lugar si saben que los va a golpear?

--But why do they go to that place if they know that he is going to beat them?

--Porque nos amenaza, nos dice que si no vamos donde nos encuentre, nos va a dar 50 varillazos, y si vamos, nomás son tres o cuatro. Por eso queremos que se acabe todo eso, ya que sabemos que donde nos encuentre siempre nos va a querer estar golpeando.

--Because he threatens us, he says to us that if we do not go where he can find us, he is going to give 50 blows to us, and if we go, there will be just three or four.  That's the reason, we want all that to be finished, since we know that where he always finds us he is going to want to be striking us.

Antes, señaló Beatriz, de no más de 15 años, "esto no era así y siempre he andado en la calle, pero nunca nos habían golpeado como ahora". Por eso, subrayó, "quiero que metan a la cárcel o que lo saquen de la policía, para que ya deje de estarnos amenazando".

"Before," indicated Beatriz, not more than 15, "it wasn't this way and I've always walked in the street, but they had never struck us like now". For that reason, she emphasized, "I want them to be put in jail or be removed from the police, so that they stop threatening us".

Jaime es otro menor que deambula por las calles de la capital del estado, y a su modo narra su experiencia: "La neta me pegó en las manos con la varilla, luego nos pusieron a correr por el hecho de andar nomás así. Yo no llevaba vicio, pero me puso a correr y después me pegó con la vara una y otra vez, y me amenazó que para la otra me iba a dar 50 varillazos".

Jaime is another minor who rambles on the streets of the State Capital, and in his turn he tells his experience:  "It's the truth. He strikes me on the hands with the metal rod so we won't stay there anymore. I wasn't doing anything illegal but he chased me away and later he beat me with the rod over and over, and he threatened that he was going to give me 50 blows."

--¿A qué le llamas vicio?

--"What illicit activity are you talking about?"

--Pues a los solventes, pero antes sólo me lo quitaban y me llevaban al cuartel de San José, pero ahora nos lo quita y nos pega.

-- Things like sniffing paint thinner, but before they only chased me off and they took me to the quarter of San José, but now he runs us off and he beats us.
